'Ticking time bomb': Officials break ground on replacement for Conestee Dam

GREENVILLE COUNTY, S.C. —

Officials have broken ground on a multimillion-dollar replacement for the more than 130-year-old Conestee Dam in Greenville County.

The replacement dam will be built around 60 feet downstream from the current Conestee Dam, which was built around 1892.

"This is arguably the biggest ticking time bomb in the state of South Carolina," state Rep. Bruce Bannister, R-Greenville County, said Friday.

Kelly Lowry, the project's director, said toxic substances have built up behind the dam since it was completed.

"Every bit of industrial development between 1892 and today has flown over this dam," Lowry said. "Anything that was heavy enough bound to sediment particles and went to the bottom of the lake, and it's still there."

Water from the Reedy River spills over the dam. The river eventually feeds into Lake Greenwood, a source of drinking water for people living in Laurens and Greenwood counties.

Lowry said fears of a potential breach escalated during Hurricane Helene last September.

"To its credit, it still looks just as strong today as it did before Helene," Lowry said. "That doesn't mean I wasn't sitting on the edge of my seat waiting for the sun to rise, so I could see that camera pointing at a dam that's still in place."

The replacement dam will be more than 500 feet long and more than 30 feet high, officials said. However, the old dam will remain once the replacement is built.

"The reason why we are building a new dam 60 feet downstream is so that we can keep the old dam in place," Lowry said. "Right now, it acts as a stop, and all the old dirty sediment has built up against it and filled in backwards. You can't take the old dam out and keep all of that sediment stable where it is."

The total project budget is around $47.5 million, but Lowry said it will most likely be done under that budget.

"A house built on a poor foundation doesn't last very long. We're making sure we have an excellent foundation, and we build up from there," Lowry said.

Leaders said construction getting underway is the start of a new chapter for Conestee.

"We just need the old dam to hold a little bit longer so we get the new dam up, and we will have avoided what could be a true catastrophe for the state of South Carolina," Bannister said.

Crews will soon be building a concrete plant on the construction site for the material needed for the project.

Lowry said he expects crews to begin pouring concrete in April but did not share a final timeline for completion.
